Our Local Authority client has a 3 Month CONTRACT vacancy (with a possibility of an extension) for a PUBLIC HEALTH PRINCIPAL (CHILDREN AND YOUNG PEOPLE) , details as follows
The post holder will support the commissioning of a range of Public Health services and support health improvement initiatives across the Organisation. Responsibility for supporting the commissioning and development of services for children and young people aged 0-19 is a priority. This includes Healthy Child 0-19 services (Health Visiting, School Nursing, and Family Nurse Partnership) and health improvement initiatives related to improving the health of children and young people. The post holder will also support commissioning of other public health services and provide procurement support to the Public Health team as required.
The post holder will contribute to and co-ordinate the delivery of commissioning priorities and improving quality through contracting and performance frameworks. The post holder will contribute to planning for the reduction of health inequalities and work with partners including the Clinical Commissioning Group, NHS England and others.
The post holder will also work with the children’s integrated commissioning team and wider Public Health team to manage and coordinate children and young people’s health improvement initiatives focused on public health priority areas such as healthy schools, childhood obesity, early years initiatives and reducing health inequalities.
Manage the effective development of commissioning plans, informed by JSNA, which deliver improved health outcomes and reduce inequalities.
Manage the effective development and delivery of Public Health Projects and programmes, leading work areas as appropriate.
Manage the development of planning, business cases and service specifications in line with national best practice and evidence, making and implementing recommendations for change.
Support the Local Authority responsibility for contract managing and future commissioning of Healthy Child 0-19 Services as part of wider integrated commissioning, including performance monitoring, service development and mobilisation of new contracts.
Support the interface with Child Health Information Services (CHIS) which is the commissioning responsibility of NHS England, to ensure that there are robust data and information to inform performance monitoring and service development.
Support the children’s integrated commissioning team and wider Public Health team with health improvement initiatives related to children and young people.
Support implementation of health improvement strategies and plans such as the organisation’s Health and Well-being Strategy Start Well theme, refreshed Child Healthy Weight Action Plan and relevant aspects of the Children and Young People’s Plan.
Support levering in additional funding through identifying appropriate opportunities. Working with partners, support writing bids for funding to meet identified needs of children and young people in the organisation.
Educated to degree level in Public Health/Health Policy or related subject or equivalent.
Experience of working on children and young people's Public Health is essential to this role.
Experience at working in a commissioning or service re-design role in the Local Government or NHS.
Experience of procurement of services in Local Government or NHS.
Demonstrable experience of coordinating projects, service improvement and health improvement initiatives in complex and challenging environments.
Demonstrable experience of project/programme management.
Experience of health improvement work.
Understanding of the commissioning cycle and contract monitoring.
Understanding of the requirements relating to the procurement of services in Local Government
Understanding of key national policy drivers for public health
Understanding of budget management and financial systems
Understanding children and young people’s health and well-being issues.
