West Northampton Council are looking for a Principal Project Manager to join their team on a 3 month contract initially. They need an experienced senior manager with significant strategic experience, who can clearly demonstrate a solid understanding of regeneration. Someone with a great degree of direct delivery experience would be desirable.

The job holder will be responsible for the following people and resources:

* One Project Support Officer.

* Financial resources tbc

* Physical resources: project management of capital and revenue schemes.

* Other people e.g. external customers, internal customers: establishment, development and management of high level external stakeholders and key delivery partners.

* Job-holder’s position in relation to their manager, peers and direct reports: Job holder will report to the Major Projects Manager.

KEY RESULT AREAS

1. To provide leadership of development and regeneration activities within the Major Projects Team as a Principal Officer, and as an experienced Regeneration Professional, you will report and take decisions in conjunction with senior management and undertake the role of Project Manager in relation to on particularly complex or significant projects.

KEY RESULT AREAS

1. To provide leadership of development and regeneration activities within the Major Projects Team as a Principal Officer, and as an experienced Regeneration Professional, you will report and take decisions in conjunction with senior management and undertake the role of Project Manager in relation to on particularly complex or significant projects.

2. Taking a leading role in negotiations over development and regeneration projects with private, stakeholders, and other public sector bodies. These will frequently concern complex and high value transactions.

3. Draft and deliver reports addressing strategic and complex issues as required

4. Contribute towards the production of a development and regeneration strategy for the authority’s area which contributes to the delivery of socio-economic objectives and priorities as defined in the Council’s Strategic Corporate Plan, Community Strategy and Economic Development Strategy.

5. Positively promote and contribute to health and safety at work. Work and act within the Council’s health and safety policies, with due regard for the health, safety and welfare of self, colleagues and the public in the delivery of services and contribute to improving them. Undertake duties and achieve all responsibilities with respect to aspects of construction health and safety.

6. To provide guidance and advice on development and regeneration and project matters internally within the Team, to other Teams and externally as required.

7. To provide direct line management to one Technical Support Officer.

8. Assist, where required, in the management of the Team or group including periodic review, staff development, job descriptions and training requirements, staff recruitment, direction and discipline and appraisals (shared with the Service Manager).

9. Ensuring that appropriate staff resources are available to meet the Council’s regeneration objectives.

10. Contributing to the Team’s strategic and operational service and budget planning, and Team and corporate projects as required.

11. Ensure the Major Projects Manager, Head of Service, Senior Officers and Members are fully appraised on all aspects of progress, projects and risk.

12. Operational oversight of budgets associated with development and regeneration projects, including taking corrective action where necessary. Personal management of specific budgets where appropriate.

13. Operational oversight of risk and management of those risks associated with the development and regeneration programme of projects.

14. Lead and ensure consultation on projects that you control.

15. Secure specialist professional advice wherever appropriate

Please note, this role offers hybrid working, with 2-3 days in the office. Ideally, this would suit a candidate who is local or someone who is prepared to be in the area/office when required for face to face meetings and some team touchdown days of working
