Gordon Leak Associates are seeking a Policy and Strategy Business Manager.

Main Purpose of Job:

To work with service leads to develop engagement with the overall vision, and to develop and embed performance metrics designed to measure achievement and outcomes.

To provide constructive strategic challenge and support to services across the organisation in order to ensure clear alignment of strategy, policy and process which ensures the achievement of the org Priorities and operational plans. To achieve this, the role holder must embrace the value of integration and partnership order to drive improvements in service planning through use of performance and risk management frameworks, appropriate governance and compliance with legislative requirements.

To develop operational policy which underpins the strategic direction and is both horizontally and vertically aligned to overall aims.

Main Tasks/Duties/Responsibilities

To develop and manage business critical stakeholder relationships across the business areas and external partners to enable effective change to take place through the delivery and adoption of new fit for purpose strategy and policy.

To promote and develop good practice in strategy, policy, consultation and engagement which supports constructive behaviours as set out in the cultural ambitions and expressed in the Plan. This includes undertaking robust equality impact assessments and implementing best practice in equalities work.

Deliver an overarching work programme with coordination with wider stakeholder management and programme communications, ensuring key messages are developed and shared.

To influence and devise suitable governance arrangements to provide assurance that the overarching Corporate Strategy work programme is coordinated and on track.

To line manage team members as required. To set annual work programmes and agree personal objectives with line managed officers each year and help them develop the skills sets required to help and provide support in delivering wider consultation work for the local authority as part of the overall service offer

To take accountability for the Performance Cycle and framework, guiding the work of the Performance Officer as appropriate
