Transport for West Midlands have a proud history of bringing about positive change for bus passengers through effective partnerships with Bus Operators, Local Authorities and wider stakeholders with a contributing responsibility, this includes the award-winning West Midlands Bus Alliance.

The region has developed an ambitious Bus Service Improvement Plan (BSIP) to bring further transformational change to deliver the Governments ‘Bus Back Better’ National Bus Strategy and received an indicative allocation of £89 million to deliver the first phase of the BSIP. The West Midlands Bus Service Improvement is a once in a generation opportunity to transform bus services in the region for passengers and assist in delivering the wider economic, housing, employment and skills aspirations for the region.

We are recruiting for a Bus Partnerships Manager to be responsible for establishing and managing effective partnerships to drive forward and coordinate the delivery of a progressive program of measures, across multiple disciplines, within Transport for West Midlands and external stakeholders. You will need to work collaboratively, negotiate effectively, and have influence at the most senior levels across all of the partner organisations including the West Midlands Combined Authority and with external stakeholders including bus operators and local authorities. This role is accountable for supporting the establishment of partnerships alongside the Bus Transformation Manager and responsible for managing the effective delivery of statutory and voluntary bus partnerships

Partnerships will include the West Midlands Enhanced Partnership, Qualifying Agreements and other supporting voluntary partnerships including the multi award-winning West Midlands Bus Alliance.

What you will be doing

* Establish and maintain a process to report the progress on the delivery of the Bus Service Improvement Plan and Enhanced Partnership with internal and external partners

* Have presence and seniority to create effective, robust and collaborative working relationships at the most senior levels

* Work closely with the Bus Transformation Manager to monitor and critically review the success of the established bus partnerships to ensure that they are fit for purpose and continually seek to ensure they are effective in their delivery

* Monitor and report on the delivery of objectives of the EP and associated partnerships to the Bus Alliance Board

* Oversee the effective management and administration of the Bus Alliance governance including the Bus Alliance Board

* Manage the process and governance structure for the successful delivery of the West Midlands Enhanced Partnership

* Engage with locally elected politicians including reporting at Transport Delivery Committee (TDC), Member Engagement Groups (MEGs) on engagement with elected members, senior officers, stakeholders and user groups

* Support and deputise for the Head of Bus including with member and stakeholder engagement activity and meetings as and when required

* Be an active member of the Bus Services and Integrated Information management team and assist in delivering the wider aspirations of the team aligned with their responsibilities in the Business Plan.

To be successful in this role you will need to be an engaging and strong influential individual. You will be a positive character who has excellent communication and interpersonal skills.

It is essential that you have demonstrable experience of delivering outcomes through successful partnership and creative thinking and you must be able to effectively solve complex problems and make decisions effectively.

This role needs a creative thinker who can work to deadlines and thrives under pressure.
