We are currently recruiting for a LOCAL RESILIENCE FORUM (LRF) OFFICER to work for Devon and Cornwall Police at their Exeter Police Station.

This role will be a temp to perm position and you will be working Monday to Friday 37 hours a week.

Principal Responsibility

To support the LRF Manager in providing the effective management, coordination and work delivery for the 60+ organisations making up Devon, Cornwall & Isles of Scilly Local Resilience Forum (LRF). To ensure multi-agency cooperation between the Police and all stakeholders in order to prepare for and respond to major emergencies. In particular to:

Give advice and direction at regular meetings with the LRF partners on matters affecting resilience, the LRF and multi-agency working.
Give supporting advice to the Police regarding contingency and emergency planning issues associated with partner organisations.
Support the maintenance and management of the content of the LRF Business Plan taking into account perceived benefits and best risk mitigation strategies.
Support the delivery of the LRF Work Programme; prioritise according to risk and ensure links across to the business plan.
Support the LRF multi-agency working groups for hazard and threat requiring an understanding of risk management for the whole LRF area and having the ability to horizon scan, monitor, and analyse all manner of risks to the public.
Act as a point of contact for the LRF regarding both internally and externally for regional, national teams and the public.
Train individuals and groups of people using teaching aids in the use of resilience processes used within the LRF, particularly around risk and the use of ResilienceDirect.
Maintain the LRF training programme, schedule LRF training and manage the purchases related to training courses bookings.
Support the activation of any major incident in the LRF area and respond as part of the LRF Multi Agency Information Cell as the Information Officer with a responsibility for the analysis, collation and assurance of information on an emergency and preparing the Situation Report for the Strategic Co-ordinating Group (SCG).
Provide the management and administration of a number of key technical systems including ResilienceDirect, mass notification solution, the LRF website and audio visual communication systems such as Skype in order that partners are able to work in a resilience environment.Role-Specific Training and CPD to be undertaken.

Undertake a 2 year civil protection programme of continuing professional development aimed at achieving professional status aligned to Cabinet Office approved bodies, resulting in full membership to the Emergency Planning Society. Allows holder to use post nominals of 'EPS'.

Education and Training BTEC Level 3 or equivalentEssential experience and specialist skills and knowledge

Proficient in the use of Microsoft Office applications, in particular, Word, PowerPoint, Project and Visio.
Proficient in the use of Resilience Direct.
Ability to interact and develop relationships with stakeholders at all levels including Government.
Ability to digest and interpret information in a meaningful and comprehensible manner and disseminate quickly.
Ability to be flexible and work across numerous projects and tasks simultaneously.
Excellent communication skills, with the ability to give presentations to large audiences.
Ability to teach complicated processes to individuals or groups.

Ability to schedule testing programmes and operate ICT equipment, sometimes under pressure during major incidents.
