Dimensions:
Delivery of projects expected outcomes and benefits within agreed timescales, approved budget and to an appropriate level of quality
Planning schedule of work to be done and who is going to do it through resourcing appropriately

Matrix management of assigned project resources motivating delivery and to a high standard
Management of project budgets up to £1m

Knowledge, Skills and Experience required:
Essential
Demonstrable experience in proactively managing and delivering all aspects of challenging systems changes in a complex and demanding environment.
Proactively manages changes in project scope, identifies risk and issues, and devises contingency plans.
Ability to identify and resolve issues and conflicts within the project team.
Management of Supplier engagements, from tender through delivery and post project support
Ability to plan, schedule, and track project timelines, milestones, and deliverables using appropriate tools.
Evidence of formal training and/or qualifications (to practitioner level) in project management, APM desired.
A good understanding of both Waterfall and Agile delivery approaches
Strong planning, organizational, and leadership skills.
Strong verbal and written communication skills.
Experience of working with business owners, stakeholders and subject matter experts in a collaborative matrix project environment.
Strong interpersonal skills, including the ability to make effective presentations and communicate technical concepts to non-technical clients at all levels.
Ability to work in a team environment matrix of permanent and contract resource.
Ability to work on own initiative but knows when to seek support.Key Accountabilities:
Ensure realistic project plans are in place and maintained with risk based contingency planning
Ensure resources are committed and lead the matrix team to meet agreed timescales, assisting the team in removing blockers to their delivery
Ensure quality plans and standards in place and appropriate to level of testing required for the change
Monitor costs, timescales, resourcing, and act on any deviation from agreed tolerances through close management of risks and issues
Ensure requirements aligned to business outcome of project, working closely with stakeholders and analysts to identify, challenge and agree/challenge the scope and critical purpose of the project.
Ensure designs signed off by relevant boards
Use the delivery framework for agreed templates, stage gate reviews and financial governance appropriate for the delivery
Use the PMO templates and tools for tracking project progress plans, reporting and RAID. ADO for agile backlog.
Manage stakeholder expectations on delivery and do not over commit
Communicate and collaborate with IT and business teams to ensure success
Ensuring projects are delivered on time, within budget and meet agreed SLA's and KPI's.
Establishing and managing benefits case from outset of project.
Use escalation channels to remove blockers in a timely manner
Plan and manage Project Boards to provide status updates, highlight issues and obtain decisions and direction.
Ensure appropriate Business Readiness activity has taken place including impact assessments, Go / No-Go and deployment planning.
Engagement with the Service Delivery Manager (Acceptance into Service) to ensure seamless transition into Application Support.
Build and maintain strong and professional relationships internal and external to the immediate team and with 3rd party suppliers.
Working with peers to make best use of available resources according to priority and need.
Champion and adhere to project governance process and procedures, identifying and communicating improvements to drive delivery efficiency.
