This will be a permanent position paying £38,296 per annum plus benefits
The Role:
To assist in the delivery of the Planned and Cyclical Maintenance works and improvement programmes and to support the Senior Technical Officer in achieving the priorities and objectives of the Council. To develop specifications, tenders and contracts for major repairs and improvements to the housing stock. To supervise contractors and consultants to ensure that work to Council homes is undertaken to a high standard. Update procedures and ensure that best value is provided by Consultants and Contractors. Ensure that planned maintenance projects comply with current legislation, and advice from Central Government and all pertinent statutory bodies.
Job Purpose:
To assist in the delivery and management of the Council's housing planned and cyclical maintenance functions, including the development of I.T. systems and service standards.
To assist with requests for consent from tenants and owners of former Council properties who wish to undertake alterations and improvements in Council or former Council properties by providing information, advice, and guidance to other staff.
To respond to requests for information from both internal staff, Members and external agencies relating to the housing stock and leasehold and former Council properties.
To prepare specifications and other information for tender documentation, reconciliation and contract letting for major repairs and improvements and planned works and cyclical maintenance
To monitor and supervise all major repairs and improvement works, planned works and cyclical maintenance programmes.
Post inspects completed work and check work in progress to ensure all work is carried out to the required standard/quality and in accordance with the Specifications/Statutory Regulations. Undertake Tenant consultation exercises and satisfaction surveys.
To prepare and maintain databases and housing systems and keep accurate statistics and records. 8. To supervise consultants and contractors in connection with works to Council homes.
To ensure tenants are aware of any planned and cyclical works to their home and keep them informed of changes in programmes of work and progress.
To adhere to the requirements of the CDM Regulations and any other legal requirements relating to repairs, maintenance and improvement works to the housing stock. This includes current UK planning and building regulations.
To consult and liaise with other Directorates and/or consultants on other project works, including off street parking schemes.
To provide advice and assistance as needed to the Housing Technical Officer and to Estate Management staff on all applications from tenants and owners of former Council properties in respect of alterations and improvements.
Regarding the sale of Council owned assets and the identification of housing stock with large gardens and other areas, to be aware of issues regarding suitability for development and inform the Housing Enabling Officer accordingly.
To prepare Portfolio Holder's reports concerning management of the Council assets, advice relating to long term maintenance contracts and other housing management issues.
To participate in the out of hours repairs service and be prepared to provide advice and assistance outside normal working hours and at weekends when required.
To assist in advancing tenant participation and involvement to ensure that tenants and leaseholders influence the management and maintenance of their homes.
Make sure that Property and Asset Team offers a customer focused service using systems thinking principles.
Support the Council's approach to equalities and diversity ensuring that our services and policies identify, address, and promote the needs of our diverse community. This includes the need for safety of children and other vulnerable people.
Take personal responsibility for the relevant aspects of the Council's Health and Safety Policy.
Ensure awareness and compliance with the Council's policies, Code of Conduct and Constitution.
Evaluate and assist in managing risk within the service
